HUD Awards for 2007

HUD has announced the McKinney-Vento funding awards for the 2007 year. The Rural Arizona CoC was awarded $2,449,191. Over $28 million was awarded for the entire state of Arizona and almost $1.4 billion was awarded nationally.
HOPWA Awards by the Arizona Department of Housing

The Arizona Department of Housing awarded a total of $228,300 for administration of a "Housing Opportunities for Persons with HIV/AIDS (HOPWA)" to two agencies in rural Arizona serving 6 northern Arizona counties.
a) Mohave County Community and Economic Development, (local government entity) transitioning the HOPWA program from the Public Health Department, was awarded $82,300 in HUD HOPWA entitlement funding to provide eleven units of permanent housing and supportive services for persons of low income and living with HIV/AIDS in Mohave County. Furthermore, the permanent housing is a new resource activity for Mohave County and in conjunction with the local CoC and statewide consolidated planning process the resource will predominantly go to persons of low income, homeless or chronically homeless and living with HIV/AIDS in Mohave County.
b) Northland Cares (local grassroots / non-profit organization) was awarded a total of $146,000 ($90,846 is from HUD HOPWA entitlement funding and $55,154 is from the AZ State Housing Trust Fund) to administer HOPWA in the other five northern Arizona rural counties: Apache, Coconino, Gila, Navajo, and Yavapai. The funding will pay for emergency housing activities such as short term rental assistance, mortgage foreclosure, utility payment assistance, and supportive services. Northland Cares has one physically located administrative office in Prescott, AZ and coordinates locally in all of the other counties for HOPWA referrals through the public health department HIV case managers. In turn, the local public health departments or its subcontracting non profit agencies' provide the essential Ryan White Care Act Title II medical services.

The Arizona Department of Housing has announced 23 funding awards, totaling more than $2.7 million from the State Housing Trust Fund, for homeless prevention programs in all 15 Arizona counties.

For Rural Arizona there are no surprises and "We were awarded EVERYTHING as requested".
This includes 28 NEW Permanent Supportive Housing units in rural Arizona comprising 3 new projects (1-Samaritan Initiative and 2 Hold Harmless) = 3 units within Mohave County, 4 in Coconino County, 8 in Yavapai County, 7 in Apache County, and 6 in Navajo County.
Statewide, $30,940,835.00 has been awarded which includes the 3 AZ CoC's and ESG (Emergency Shelter Grant Allocations).
Nationally speaking, President Bush awarded $1.33 billion in grant to serve thousands of persons homeless. For more information: http://www.hud.gov/news/

ADOH Announces HOPWA Awards

The Arizona Department of Housing has awarded two agencies funding from HUD HOPWA entitlement and State Housing Trust Fund for direct program administration with "Housing Opportunities for Persons with HIV/AIDS / HOPWA" in rural Arizona. The HOPWA program provides funding resources for homeless prevention/emergency housing activities such as: mortgage foreclosure, rental and utility payment assistance. In addition, HOPWA pays for program administration as well as supportive services not otherwise provided by Title I and II Ryan White such as: care coordination, nutrition supplements, transportation, and acupuncture.
Awards commencing July 1, 2005 through June 30, 2006:
Northland Cares - $133,150.00 ($88,150.00 from HUD HOPWA Entitlement and $45,000.00 from State Housing Trust Fund)
Serving Apache, Coconino, Gila, Navajo, and Yavapai Counties. Recently, Northland Cares has added Navajo Nation to their list of served areas.
Mohave County Public Health Department - $75,850.00 (HUD HOPWA Entitlement funding)
Serving Mohave County which has the 2nd highest incidence of persons living with HIV/AIDS in the Arizona "Balance of State" jurisdiction.
Both agencies have been instrumentally involved in year around community and homeless planning efforts in 2004/2005 and have proven track records for successfully administering the HOPWA program in their respective areas.

2004 HUD Announcement of Rural AZ HUD CoC Homeless Funding Awards

The theme is "The Rural AZ CoC was fully awarded ALL Homeless Program funding requested ... and then SOME"! Essentially, all renewal projects were funded at the EXACT amount requested from the project priority page in Exhibit 1 of our application INCLUDING the renewal project in question (due to 2005/high FMR's and net effect with the rural bonus project) "US Veteran's Initiative - $350,368.00".
The "1st renewal" project for HMIS in rural AZ was awarded at $157,000.00.
The rural AZ CoC was also awarded both NEW projects submitted consisting of Permanent Supportive Housing in La Paz, Yuma, and Yavapai Counties.
Bonus Project - the EXCEL group (La Paz & Yuma Counties) serving persons w/ Serious Mental Illness & Co-occurring DO. The first and now ONLY HUD McKinney Homeless resource in La Paz County.
While the bonus was listed at "up to $750,000" ADOH applied for a Shelter Plus Care which statutorily awards for 5 years and funds at current Fair Market Rents (unknown at the time of the application) yielding $775,380.00 ($ 57,380 more than requested).
New Project - for Veterans w/ Psychiatric Disabilities in Yavapai County - US Veterans Initiative (Project Sponsor) The first scattered site permanent supportive housing resource in Yavapai County - funded at $100,000 for 3 years.
In the weeks to come Vic Hudenko and myself will be involved in a debriefing with our HUD state office and a representative from the HUD Headquarters in WA DC regarding the CoC's actual score ... and receive "Operating Instructions" for executing contracts with HUD.
I would like to acknowledge our HUD state office because every year they proactively rally for Homeless Program through our rural CoC and I believe the other 2 CoC's in our state. Thank you "JOHN ENOS" , Lou Kislin, and Marty Mitchell!

HUD Awards Nearly $3 Million, a "Record Amount" to Rural Arizona Continuum of Care

In response to the 2003 HUD Rural AZ Continuum of Care application, submitted by the Arizona Department of Housing for Homeless Housing Assistance, totaling 257 pages and consisting of nineteen (19) housing projects, HUD has awarded $2,852,495.00.
The Rural AZ CofC has been officially awarded by HUD, as of today, $2,852,495.00. Arizona in total from all 3 CofC's received a record amount of $23,867,210 award from the US Dept. of HUD/Bush Administration.
Essentially, all of you who submitted renewals received your renewals AT THE EXACT amount submitted.
In the weeks to come Vic Hudenko and Vicki VanDreel will have a telephonic review with HUD state/local and HUD Headquarters/DC to review the actual score given to the continuum.
Worth mentioning, especially, is the following:
The NEW Bonus Project (housing first/chronic homeless model - for 2 counties w/o McKinney-Vento Homeless projects) for Graham, Greenlee, and Santa Cruz were funded for a total of 5 years (locks up a housing resource for many yrs.) was funded at $ 677,040.00.
This large amount is rather good considering these are rural area.
The Department of Housing was awarded the HMIS project exactly as submitted; $ 157,500.00
